I saw the hoist: Romeo Yankee at the weekend, but none of my on board reference books deals with anything but racing flags. Can anybody suggest a site to sort this out?
 
It's always displayed by navy ships moored alongside, and also on waterside construction sites. Refered to as an Ease Down in local NTM and/or safety broadcasts and requesting that you pass slowly with minimum wash.

It was the only 2-flag signal mentioned on my YM course (yeah yeah, run by Noah) and I still have a Handbook of International Signals somewhere, tho' precious little use nowadays.

For a less esoteric source of reference you could just try . . . Google.

Despite using IT since the 80's and the internet for 10 years I have never used Google (how sad is that!). I shall proceed there right away, whilst making the minimum wash. Brian.
 
I saw a yacht in Falmouth earlier this season,showing a 2 flag combination of (cant remember what it was) and I couldnt find it in almanac, so asked the boats skipper what it was. It was.."i am navigating with difficulty". Boat was taking part in an RYA Sailability rally, with a blind sailor aboard. I was impressed. The yacht was a Blue Ensign er.
 
It means "slow down".

We hoist it at my YC when we're lifting boats from the water but most peeps haven't a clue what it means.
