Flag etiquette...yet again!

I was walking along the canal this morning and saw a narrow boat with a splendid flagstaff and an "ensign" on the stern. As I got closer I was trying to work out what the ensign was; it was part Union flag and part.....well, I don't know quite what it was. I then realised that it was only printed on one side, and I then realised that it was a tea towel!!! (I kid you not!)

So, my question is this. What is the etiquette of flying a tea towel?
