Fixing holes

I have a hole the size of 50pence piece in hull below water line where I believe a sea toilet was fitted it has 4 10mm holes around it where bolts were originally fitted, any ideas on how to patch them up. The previous owner had 2 brass plates made and planned to bolt them over the hole with a sealent between them and the hull would this keep the water out permanently ? Another option is obviously fibreglass but the holes are so small especially the 4x10mm holes that I can't see how I'd get the matting in there, also if you do it with fibreglass do you then need to "Gelcoat" the outside ? If so how difficult is Gelcoating ? As ever all help greatfully received.

Assuming the boat is fibre glass I'd glass over it from the inside with a few layers until 1/4 thick, then outside I'd filler the hole and the screw holes with some epoxy based filler and the epoxy coat the area, no need for gel coat. An SP handipack for 12 quid will be enough I reckon, plus some micro ballons to mix up filler.
