Fixing Holes in a Walker Bay dinghy

I have a walker bay that has had a non standard tube fitted to it. I want to repair the holes that were made alongside the gunwale to fit these. I think Walker Bays are PP but it does not say what plastic they are made from on the web site. Any suggestions on how to approach this?
 
You will struggle to get adhesives or much to stick in the long run, if you can find the material and get some wire of the same material then you could melt this into the holes, there's specialist heat guns for that but you might get away with a cheap heat gun and make a nozzle with about a 6mm hole outlet to heat the area and melt the wire in, if it's not much needed to fill the holes and the plastic is thick you could try planing a bit off a sharp edge (somewhere hidden))to use to fill the holes, pretty rough but can be done
