Fitting a dock fender?

Further to this tread about fitting dock fenders, I've managed to find one that I can bolt onto the pontoon. The fitting slot in the pontoon looks like this:

I want to fit it like this:

I've established that I can use M8 bolts in the lugs in the fender, but what do I use to hold the head of the bolt in this slot, bearing in mind that I can't access the open end?

Also, any suggestions where I can get the bolts, nuts and penny washers?

Just a heads up on this, I bought some of these, and I'm sure they will fit.

Why not use some of these 8mm washers, they won't turn when you put them into the slot, if you had a nut just spotted on the back, or you could buy the next size down and get a 8mm thread put in them.You may be able to get some from any builders merchant one at a time instead of buying a box.

You would have to set them up first on the fender as the supplied ones are not threaded.
