Fire at Penton Hook

Has anybody heard what was the cause of the boat fire on the fuel pontoon at penton hook today? Does this justify the BSS or prove it to be a waste of time and our money?

Here in the chemical industry the standards and regulations controlling the conditions under which flamables can be loaded make a laughing stock of the local petrol stations and marina fuel berths. Yet the public are at a far higher risk. Ever seen a sprinkler / deluge system on a forecourt or a foam monitor on a fuel jetty. Most jetty's don't even have a bucket of sand. Who is responsible, the vendor for not taking the proper precautions before loading the fuel or the owner for allowing the transfere to start without making sure it is safe to do so. What is the position in the comercial world?
What training is given and what is required. As its comercial and employees are involved, does the HSE get involved and who has ever seen the reports.

Your comments please.

I'm at Kip marina on the Clyde and they do not do petrol so there is only diesel on the fuel berth. I do not remember seeing a sand bucket but there might be one at the tank which is on the hard, mounted on brick plinths. Nor is there a fire extinguisher I can remember unless, again it is at the tank. Certainly neither exist on the fuel pontoon.

I took fuel about two weeks ago and the boy who was going to deliver it was actually smoking and fully intended to continue smoking while he filled my tanks. I had to correct his muddled thinking!

As far as filling stations go, I guess you are right but I cannot remember the last time the was a serious incident at one.
