As a general point, water in a carb bowl is one of the key reasons that outboards go very quiet when you don't want them too, right..?

I have an old Seagull with an Amal 2 carb - diagram here.

Where is this 'carb bowl' I've heard so much about..?

I think you mean float . On an Amal it is the lowest part of the carb . Normally held on with 2 screws . Is there a drain bolt under the bowl ?
 
The Amal 2 jet carb is rather a different design to most small carbs.

As LS says "carb bowl" means the float chamber.

Rather more bowl like in others eg the Villiers carb whre it is part # 29
