Filling hollow part of keel on 40ft sailboat

I seem to remember that in the 1970's they used " boiler punchings", which I think were discs of steel small enough to be stacked inside the keel
 
I had a Bolero quarter tonner (RAVELS) which had a fabricated steel keel with ,I think, steel balls in it. There was an access hole where machine oil could be added to keep the interior rust free.Seemed to work well.

The boat also had complicated skin fittings which had a plate which you would screw back to make a flush fit. Caused no end of confusion.
