festival of the seas - portsmouth

Years ago (long before we actually owned or where interested in boats), we were in portsmouth and by chance they had thier 'festival of the seas' weekend on. does anyone know if this is a yearly thing that they do, as we would like to go back to it, if that is the case.

I can't seem to find any info on the web advertising it.
