The easiest place is alongside the wall by the slip at Mylor Harbour, contact the marina and bring a fat wallet.

The cheapest (free) place is on the South-East wall of the car park, just to the west of Falmouth Yacht Haven,
no facilities but reasonably clean water runs out of the drain pipe in the corner.

20 years ago, I used to go to Ponsharden boatyard and hire their pressure washer, which in those days cost a half dozen crabs.

I think the above suggestion is the wall at the back of Trago, Town Quay, which is good hard bottom. Flushing quay is the same. Also Greenbank Hotel, north side, ask them. You might ask Falmouth Harbour office about the slip at the dinghy park which has walls to lean on.
 
I've also seen yachts dry out alongside the wall at the 'Gasworks' carpark... by Penrose's, in fact, right outside where the Bosun's Locker Chandlery used to be.
