AIUI HRR manage the regatta and EA provide public safety cover for navigation - which is why HRR pay nothing for the EA’s services.

But I might be mistaken......as presumably the the man who counted a 1000 boats was.

HRR may well manage crews and boats within the course but they do zilch to manage any crew or even normal traffic in the third of the navigation left for normal visitors - not to mention the huge increase of movements (boats !) during the weeks of rowing.
