Fairline Targa 28 - Sloppy Steering

Good day Targa owners

I have a 1994 Targa 28 which is in very good condition despite its age. It does have an issue with sloppy steering which is particularly problematic when navigating the Caledonian Canal and its numerous locks at low speed. With power off the steering wheel can be moved through about 45 degrees. While underway the steering feels very loose and I constantly need to correct.

I would appreciate experience from Targa owners on what the likely problem is.

The boat has Volvo Penta AD31XD engines and Volvo Penta AD31 DP outdrives
 
Is it hydraulic or cable steering, if the former it could be wear in the cable or in helm steering box. If the latter it could be low on oil or has air in the system. If these are ok then check for wear in the steering arm linkage and tiebar between the two steering arms.
 
Thank you Spannerman. I have not yet determined whether the steering is hydraulic or cable. Now I know where and what to look at I can diagnose and fix it.
