Extra diesel tank pick up

I'm considering making up a fuel polishing system, having read a few of the threads on the subject on here has been very helpful, but I'm still looking for the best way to fit the extra fuel pick up pipe for the system. The tanks are aluminum and do not have a drain, I intend to go in from the top. I've seen this offering (http://www.marine16.co.uk/acatalog/Dip-Tube-Flange-with-self-drill-screws-165.html#SID=17) but was wondering if anyone had any alternative ideas.

I have a tap at the bottom of the bowl in my new primary filter (http://www.separ.co.uk/fuel-filters-2/separ-swk2000) and am planing to use that.

drilled a hole in the top of my allu tank for a heater, no prob, just get the vac on it.
never seen any bits in the filters.

Thick grease on the drill bit helps to pick up swarf.

Drilling the hole is not (I think) the issue, but rather sealing the entry once the pipe is in.

I had considered tapping off the exiting pick-up but was advised to pick up from the very bottom of the tank, I haven't checked but I anticipate that the fuel pick-up for the engine has a little more clearance.

The way I read it, that product seems to be for getting a tube in to remove water or sludge in conjunction with their fuel polishing system, the Diesel Dipper; http://www.marine16.co.uk/cgi-bin/ss000032.pl?page=search&SS=diesel+dipper&PR=-1&TB=O&ACTION=Go!
, in a situation where there is no bottom drain, so yes, I reckon it would work with your own diy polishing system as a ready-made, off the shelf solution. They recommend Hylomar as a sealant.
