evinrude 4 hp outboard

i have fitted a new impellor to an evinrude 4 hp and I'm re assembling it can anyone tell me is there supposed to be an o ring or ? n the gear shift rod that fits in a small hole at the bottom of the leg with no apparent oil seal . something must hold the oil in the gearbox ?
i took the opportunity to put new oil into the gearbox and when l leaned the le over oil came out of the gear shift hole ,is there something missing or does the the gear shift rod seal off the gearbox. Thanks.kieron

You dont say exactly what model or age but yes there should be an O ring hidden under a bushing ( #8 and #10 in the attached diagram )
