Ensign Staff fitting

I need to change my ensign staff fitting from one mounted on a horizontal surface (deck) to one of a vertical surface (transom).

Has anybody managed to source such a thing? Regrettably a fitting for clamping onto a handrail etc will not work. The rail is obstructed by the cover and this type of fitting is insufficiently robust. Thoughts anybody? TUIA.
