Ours (for a Bene) is unbelievably crude.

Just a bent bit of steel tubing, welded to a strip of thick sheet steel (6mm?) which has been bent to fit the rudder stock and a bolt to tighten up the joint.

I would think a fabricator would make one for £100.

having had experience on a race boat of an emergency tiller (for a fitting such as that) breaking when first used in anger, I'd recommend not using an aluminium one. And in steel make sure that any welds are properly prepped and protected against rust.

Any agricultural workshop will be able to make up one for you (less than £100 from our local chap, I bet), but you might need to consider the articulation of the tiller itself in case it fouls something important.

Yes, 40mm ID square tubing with a cranked bar welded to it and whole lot galvanised. You may want to tap a hole in the side for a grubscrew to lock it onto the stock.

Find a local fabricator I have had one made in stainless this winter for less than £50 by a chap who does a lot of milking parlor work so does not charge 'marine rates'

We have a beautiful wooden ET for our Dehler, almost tempts me to use it rather than the wheel, it's so lovely.
