Does anyone know what the storage tank is for under the floor of the elizabethan 29 it is a metal tank covered in fiberglass and appears to go down to a depth of three feet inside the keel. It is not in use on my boat but i would like to know what it was used for.

This is the water tank on our E29. Filled carefully by lifting the hatch off the tank which is situated just in front of the engine. Keeps the weight right in the keel [or not as required].

As David says it was the water tank, fitted to Websters-produced boats from probably the mid-sixties onwards. The other main place for water was under the forward cockpit lockers, though later boats have water tanks in all sorts of places. Fuel was usually aft of the engine under the cockpit sole, but often in the lazarette, especially for the Vire engined models.
