Perhaps their 'actively seeking' and 'engaging with' members of the 'leisure boating industry' has reduced them to a state of catatonia.

I think it's more likely that actually listening to the feedback from the potential users made them realise it was a damn fool impractical idea anyway.

Is that the same sort of engagement as the muppets are using with regards to marine planning? The sort of engagement in which individuals are not consulted and only trade representatives are allowed to make comments..The sort of consultation where trade bodies such as the BMF do not want to appear political so do not feel they can make a fuss.... whilst all the pro interference lobby get a seat round the table?
