My Eberspacher heating works perfectly but when the fan is on low it keeps pulsing up to high for a couple of seconds. It happens every 30 seconds or so. Any theories.

Have you tried lowering or increasing the thermostat setting a little? Sometimes ours does that and I suspect it may be when a slight draught passes over the cabin temperature sensor.
