Does the EA ref to BYELA52 mean they are going to accept responsibilty for the depth of water in the areas passing boats are diverted into to passing such gatherings or regattas?

That's a good point as the EA only say the middle third of the river has a guaranteed depth! I draw over 4 feet so where does that leave me when these restrictions are on?
