Diesel is changing next year from E5 to E10 so doubling the percentage if ethanol, do we know if the RYA or the CA has been campaigning for an exemption for yachts? I am if course assuming the diesel bug will be a bigger problem the higher the percentage of renewables?

I think you may be confusing ethanol (mostly used in petrol) and biodiesel (FAME). But no matter: there is actually no regulatory prohibition on non-"green" fuel blends. The requirement for 5% (or whatever) applies to the sum of a manufacturer's fuel distribution within the market. Thus, it's perfectly OK to distribute most of that fuel as, say, E6, and a lesser amount at E-zero. Any campaign might therefore be best addressed at the fuel manufacturers and distributors.
