My dsc radio has a output for an external speaker like most if not all and in the spec sheet it says ” internal speaker is 8 ohm” but what I want to know is would it be ok to use a 16 ohm speaker on the external wires ?
 
It will be OK. There is a (very slight) danger of the reverse procedure: connecting 8 ohms speakers to 16 ohm sources. However usually the things are so over engineered, that even that way round it doesn't cause a problem. Just don't sue me if you do it and the speaker or the radio blows up. The way round you are saying almost certaibly won't cause a problem - you just might not get it to sound as loud.
 
The only problem you may have is a slight loss of maximum output compared to an 8 Ohm version of the same speaker.

Other factors are the efficiency of a speaker and its tonal quality.

e.g. using a speaker intended for music applications such as a car speaker may not give the clarity and audio penetration required of a comms speaker especially in a noisy enquiry.

Try it and see.
