Drop down Outboard Brackets

I am going to move my "well" outboard to a bracket on the transom.
Have seen two versions of these and both state they are capable of taking up to a 9.9 4 stroke. The one I saw in spain seems to be better attached with twice as many bolts as the West Marine one. The later one also says " Not for constant use"

How long is constant use?, and if it cant take the engine then why sell it for a 9.9 4 stroke? Or is this West being very cautious with the US sue society?

Any one got any experience of these brackets please?
 
I have an NZ Tenob brand with an 8hp longshaft, it will take up to the 9.9 you are looking at. Very strongly made from stainless steel with a good locking system. If they are available where you are I can recommend buying one.
