well its like this, the words and especially those in quotes are lacking in conviction are based on unsubstanicated opinion with no supporting facts so a big pic is used to fill the gap!
Can we assume that there will be no 'in charge' sort of offence such as is there with cars.
You know the sort of thing, asleep in the back, over the limit but with the keys in your pocket - guilty of 'being in charge of a motor vehicle while under the influence of drink'. Disqualification (if not, 10 points), possibility of up to 3 months in chokey and/or fine.

What happens if you are anchored for the night, settle down for a meal with a nice bottle of wine, when conditions unexpectedly change and you need to move the boat to somewhere safer.

by the same thinking we should make it illegal to ride a horse or pony when drunk or ride a bicycle (capable of more than 7mph)
Come to think of it we must not be allowed to sprint home from the pub..... at mor than 7 mph.
The comparison with cars is ludicrous..... even the smallest basic car these days is capable of reaching speeds in excess of 70 mph on a confined road.
i dont think many small cheap boats are capable of this speed.... ???

If only it were that simple. The real aim is to pass a new law that looks like taking tough action on rich drunken yahoos rather than the effect of adding additional laws over and avove those already in existence.
May even be Ladyman trying to show he is "tough" in order that Gordon keep him in post. Now there's a genuine NuLabour reason for additional legislation...
