If I buy a new, low price inflatable dinghy, can I 'retro fit' the rings onto which the davit strops hook? Obviously two eyes go through the transom but how easy would it be to find/attach the two 'rings' at the forward end? It seems that only the more expensive ones have these fitted at manufacture.Would appreciate any advice.

I did it last year, make sure you get the right ones, ie the correct material, mine was for an Avon so used Hyperion (spelling?) stuck like s..t to a blanket

I used a different method for my round tailed dinghy. It has a slatted floor and I spliced 4mm three strand line round two of the slats, each side of the material pocket that holds them, forming two pairs of "legs". A hard eye lashed into the centre of each pair makes it easy to clip on carbine hooks on the ends of the falls, and the low mounting position allows the dinghy to be lifted up hard against the under side of the davit tubes.
