difficult starting

have just purchased an Evinrude 14hp twin work outboard which apparently is difficult to start {manual}
Cylinder pressures are excellent,good spark and all works well when going.
It will start first time on easistart but not a good idea for continued use.!
Any ideas where to look first for problem.

2 stoke? Have the carbs thoroughly cleaned.
