Diesel in Bilge

Had a day, fitting new tank, old one looked a bit rough, put container under tank and removed engine feed pipe, open valve to drain tank, all we get is a trickle. Ok it will get there at some time, carry on with another job.
Trickle of deisel down aft locker bulkhead, no it must be water, trickle turns to a run, yes it's diesel, still only a trickle into container, now a river to bilge. Cannot get any worse, knock out tank support bracket and rip out tank, tank does not move, previous owner has fitted bulkhead glassed in and it is following tank profile. Sit there and watch the tank emptying it's self, good point only about 2 gallon, but it's running into cabin bilge, at least it is easy to get to and clear up. No it's going back into the keel bilge as well, 5 foot below cockpit floor, and 3 inches wide.

what emulsifier to people recommend or cleaning system. ?

I may have the spelling wrong but that is certainly the best.
It can be diluted down well with water and when mixed with oil or fuel you can realy get the bilge clean. It may appear very expensive but even diluted 10/1 or 20/1 it is still very effective and quite sweet smelling.
