I complimented a Dutchman on his command of the English language some years ago.
I said his country was full of English speakers while the majority of Brits expected English to be used wherever they went in the world and rarely bothered to learn another language.
He thanked me and asked if I knew why so many Dutch people spoke English so well.
I answered in the negative.

That being said, I've heard some pretty uncomplementary comments about Swedes and their English too

That's interesting. We have a similar saying in Maltese that translates as "A weak brain needs strong legs".
