cutless bearing removal tool

You don't say what type/material the bearing is made of.
If it's composite it will be held with epoxy and maybe some grub screws, remove screws heat the bearing carrier and the bearing should just slide out as the epoxy softens. New one goes in the same, it should be a loose spinning fit in the bearing carrier if the shaft is aligned.

If its metal someone here will know where to get a puller/press/drift I'm sure.

Make one .....
A short peice of tube of the right dia to push the bearing out.
A short peice of tube for the bearing to pass into.
A length of studding, some nuts and washers.

Tighten nuts and the bearing slides out
