I think the Dutch are checking boats a bit more than they used to, but probably for smuggling and illegal immigrants rather than ICCs. We were checked twice last year - once in IJmuiden marina and once at sea off Terschelling, but they were only interested in passports, crewlist and that we'd handed in our Schengen forms. We waved ship's papers + ICCs + VHF etc at them, but they weren't bothered. They were very efficient and polite, and spoke perfect English.
Well you are completely contrary to RYA guidance there, and indeed all of the Dutch cruising guides, as well as the Almanac...... everywhere refers to no need for an ICC, and certainly not a CEVNI endorsement, unless you are over 20m or capable of going faster than 17kts...
And in response to Bergman's point above.... never been asked for a Schengen form either..... asked the port of entry last year (at Vlissingen) if they had one, and they looked at me as if I was nuts...... sum total of inspection was a guy leaning over the top of a lock, looking down 30 feet at us, and yelling "good trip?..... how many people on board?"........
It seems to depend where you enter.
Vlissingen, Roompot & Hellevoetsluis don't want to know, even if you wave them under their nose.
I have however been checked on two occassions in Breskens. I think the havenmeester tips them off. It's no hassle really but two armed policemen come aboard for a chat & coffee, I think they like to get out of the office.
I was also checked at the Willemstad locks, but they just asked if I had registered the Schengen forms, didn't want to see any documents.
Nobody has yet mentioned the WaterAlmanaak, compulsory to carry and well worth it just for peace of mind. It's useful if trying to learn Dutch anyway.
a good point about the WaterAlmanaak..... seems daft that you have to carry a book in a language that you don't speak, but the second volume with lock times is understandable without any Dutch knowledge...
All very interesting stuff, especially as we shall be taking our new boat over to Vlissingen, then via the canal up to Veere, through the Veerse Meer to Delta Marina, Kortgene (her new permanent home) in June.

We were boarded at the roompot last year and they took half an hour to check our papers even down to checking each individual page in our passports.
They only stopped , after saying they were going to fine us €500 if we could not show them pre-completed shengen forms, when we gave them our pre-completed schengen form.
