Croatia closing down??

Just read in Yachting World about Croatia closing down to charter yachts, does anyone have any current information as to whether this is correct and what the actualities of it are?

I am captain of a 26 mtr commercially registered private yacht that would like to visit either this year or next.

Not heard anything here (Trieste) but it seems unlikely to me: Croatia, like so many other countries, relies on tourism to contribute to its coffers and sailing tourism is a big thing here. What they are doing, is making it harder for 'illegal' (non-Croatian flag) charters. See details on my site below.
 
Sorry folks but situation as folloews:
1) to enter in Croatian waters boat has to present a list of passengers (actual and potential, up to the doiuble of the maximum allowed capacity of the ship: boat with maximum 5 pasengers may produce a list of max 10 pasengers),
2) list has to be presented to the appropriate Croatian office (customs or Minisytry of transportation I'm not sure but articles in italian press decribed the correc procedure)
3) list has to contain names and passport data which can positively identify the person as one belonging to the list in case of control at sea,
4) list is valid for 1 year and can be modified only with difficult and lenghty procedures (so stated italian press).
The cope of the fascistic rule is to protect croatian charter companies to work in croatian waters.

Just bought this month issue of italian magazine; situation evolved as follows:
A) The maximum number of people cantained in the crew list is (max allowed pasengers X 2) X 1,3: an 8 people boat can have a crew list of 21 people.
B) Crew list can be presented at all the "Capitaneria di Porto" offices, which practically allows to enter croatian waters through minor ports.
C) Modification of the crew list are possible any time as needed and also at the smaller offices of the Capitaneria di Porto.

Sorry to have given old infos, but this month I was late in buying the current issue of my magazine; hope I didn't wreck anybody's plans for the summer.

I believe the regs were revised and reissued in March 2005. Still have the 230% of capacity limit for the list of persons though, and seem to have dropped the harbourmasters discretion to change names on the 'List of Persons'. - apparently because they were concerned some HMs might abuse the discretion by allowing amendments in return for 'favours' from 'lady sailors' - that's from the mouth of a chap at the Croatian ministry!
 
I must agree that my government sometimes makes unlogical steps ( not only in boating bussines !) and we all together must live with that.
In the regulation is that any foreign yacht can change crew 200% + 30% that means 3 times. Boat with 8 beds can rotate during one year 19 persons.In most cases they think that it is enough for family and friends.
But as I sail in this waters almost 40 years and know personaly a lot of harbour masters be sure that specific situations will be solved in harbour offices with no problems.
But ------ nobody is talking about prices ! Prices rises more than 10% every year and that is thing what make me concerned!
