I tried around and it seems to be out of stock all over the place till mid August . ( snake oil ??)Then I found a website in the States. . .www.epoxyproducts.com/penetrating4u.html.
brother- these guys take it seriously. Only thing. . .they don't seem to be able to export their stuff. However I should be able to make it up from what's available here .

here I am answering my own questions again ! Something very similar to CPES is to be found here in France under the name of Resoltec1010.
