What on earth is going on with all those 'invalid' 'protests' against the race committee?

They all refer to RRS 61.1. which covers requirements for informing the protestee. Most likely scenario is that protests were thrown out for not informing at first reasonable opportunity or not displaying a red flag.

Exactly. The RC meant to protest the boats, but got protestor/protestee mixed up on the form.
