Cotton or Oakum?

I'm just about to embark on the rebuild of a boat built in the UK in the 1930's, early to mid 30's I guess although not exactly sure.

Its a motor boat of 20 feet loa, I've pulled a sample of caulking from the planking on the top sides, the material looks dark in colour, feels quite rough to the touch and the fibres seem coarse, it looks like its been stopped with white lead paste, although some parts of the boat are stopped with red lead.

Do you think its cotton, in which case its now very brown in colour or oakum? maybe oakum steeped in stockholm tar?

Construction is a double diagonal bottom, seem battened sides.
