Correct engine sizes?

Hello everyone, I'm new here but hope to pick some brains!
I'm considering buying a second hand Ocean 30 (after a few seconds on Google you can see it at Farndon Marina), one of it's attractions is the nearly new engines but these are also causing me some concern. They are a pair of Vetus M 3.09's which give around 25hp each, for a boat this size and age I would have expected to see something like a pair of Perkins 4108's which would provide around 50hp each.
The boat will only be used on the River Trent, Canals and maybe down to the River Soar so I don't need a huge amount of power but I'm of the mind that I'll be burning more fuel and working the engines much harder with only half the hp I was expecting. I might also struggle going upstream on the river after a decent downpour.
Any words of wisdom greatly appreciated.
 
Possibly you are comparing gearbox output shaft HP (Vetus) with crankshaft HP (Perkins). Either way 2 x 25 HP will easily push a boat to river speed of 5-6 knots and working the engines harder is better for them anyway. Many river boats suffer from having engines that are too large and never develop power properly, leading to glazed bores and poor efficiency at low power.

This boat will not ever plane, and would be underpowered at sea.

Having said this most sailing boats around 25-30' will only have a single 20 HP and will reach hull speed. I had a 27' Sabre fin keel with a 10HP Bukh and that would do 6 knots under engine.
 
Few 4 108s are rated at 50hp in marine use - usually governed to under 40hp. However as already suggested 50 hp total will be plenty for inland waterways use and twin engines good for low speed handling.
