Copper Coat

I have a copper coat anti-foul on my boat. It is not the original coppercoat, It is a different make. It has worked well for 7 years. It as now got a lot of black marks on the hull which I have sanded off. Would it be a good idea to sand the whole hull or could this make it less effective?

I have the original Coppercoat. You are supposed to lightly abrade it every few years to maintain the effectiveness.
