Cooling water filter placement

Hi,

The plastic cooling water filter housing just cracked and water came gushing in as it is below the waterline. I was able to stop the flow by closing the valve on the input side.

Now when I replace the filter housing should I think about installing it above the water line?
What other things do I need to consider regarding placement ?
 
If its above the waterline, then if the lid leaks at all it will tend to let in air, airlocking the cooling system. If the engine is started with the seacock off or the inlet blocked, quite a lot of vacuum can occur.
Just something to bear in mind!
Its more useful to have a straight run of hose to the seacock, so that the inlet hose to the filter can be rodded more easily if it gets blocked.
