If there is no flow from the telltale, does this mean that the engine is not being cooled, or simply that there is no evidence that it is being cooled?

The engine may be cooled if just the telltale is blocked
Clean it out (but dont enlarge the hole) at both ends. If you still don't get a flow then it might be the water pump impeller or a blockage somewhere.

What engine is it?

Tohatsu 3.5, but I ask the question solely for information. I suppose there might be a time when I have to take a chance.

Fair enuff. The telltale flowing tells you that the pump is pumping but it does not necessarily tell you that the engine is being cooled. Water passages beyond the point where the tell tale is connected could be blocked or the thermostat, if it has one, defective.

If the tell tale stops flowing and it cannot be reinstated by clearing any blockage from it then you almost certainly have no cooling.

Thanks for that.

I am not really sure you you would back flush!
If the water passages are blocked the only real solution is to dismantle and physically clean them.

I have heard of people claiming that you can clean a tell tale hole with wire. My experience has been that if there is no tell tale then there is no cooling. Anything else is wishfull thinking. Any you will know the engine is not being cooled when it stops seized. olewill
