Confused by Navionics App purchase options

I downloaded the free Boating HD app from the Google Play store, and from within it I can purchase charts for various areas. The Baltic Charts which I want cost £49.99. However I can alternatively purchase the Boating Europe HD app, which apparently includes charts for the whole of Europe, excluding UK/Ireland/Denmark, and this also costs £49.99. Do I get the same detailed charts in both cases? If so, why would anyone buy only one area for the same price as the whole of Europe?

Nearly all of my Baltic sailing would have been in the cutout around Denmark
