Looks like a high speed winch, you can see it in some shots.

Perhaps a car, motorbike etc., or a very quick horse running along the river bank.

Its a portable high speed winch. We watched them doing something similar in Christchurch harbour last year until Mr Health and Safety came along and stopped them because of the cable across the beach (probably a fair reason had it not been for the fact that no-one else was close).
