Brief explanations of the rules are given with the Yachtsman in mind. Also illustrated supplement on lights and shapes.

If you mean a reference book the RYA IRPCS is ok
If you want to learn the rules try 'A Seamans Guide to the Rule of the Road'. A programmed learning course which I know many people will endorse.

Guess I'll be the first of many to agree wth John that the 'Seamans guide' is by far the best at putting it all in your head and keeping it there.
Tried others but that was the only one that worked.
Although John Goode's guide to Lights and shapes also has some very good ways of remebering that specific section of the IRPCS.
(it helped me across the mouths of Thames and Humber etuaries in the dark!)
