I have searched some threads but hoping technology has moved on.
Assuming access to low speed Wifi or none , I need to download circa 1 -3MB attachments reasonably often. This will be Spain/Balearics region.
Any suggestions?

Get yourself a 3G dongle from somebody like Vodafone, buy a data download package (and make sure you don't exceed the limit) and then make sure you're in a strong 3G area before you connect. You'll find 3G reception is not bad in the Balearics, certainly better than the UK where for reasons I don't understand we seem to have a worse mobile phone network than anywhere in Europe. Otherwise most marinas have wifi but you'll need to pay their subscription and I've found that the reception is often very poor if you're not fairly close to the transmitter. You can get wifi signal boosters but they seem quite expensive

Easy peasy on 3G. Plenty fast enough there. worked fine for me last summer, using a mifi gizmo so up to 4 people could use the same internet conenction on the boat by wifi. sure, 3Mb file can take mebbe 10 seconds depending on local demand in the 3G cell you happen to be in, but that's not a problem (for me!)
 
I'm no expert on mifi. I bought one of these Zoom jobs which came highly recommended on other ybw forums. But you have to plug a dongle into it, so I trotted off to the mobile phone shop in Antibes to get one. But I ended up walking out of the shop with one of these all contracted up at €30/month for something like 4Gb/month on Orange.fr. It's a Huawei E585, but often called (in France at least) a "Domino". It's the same physical size as an iPhone, or perhaps a bit smaller

Hence i still have the Zoom unopened in the box with the shrink wrap intact. If you'd like it you're welcome to it for a tenner in the RNLI box. Just PM me address to send it to. Please note it is the 230v powered version not the 12v (I chose that because my boat is well invertered up) and as I say you still have to get a dongle and set the thing up, which google tells me (after I bought the sodding thing) needs a degree in computer science so beware...

As I say I don't know and can't compare different hardware but I'm delighted with the performance of the Domino Huawei E585 and have no regrets about buying it. Only catch is that it supports a max of 4 licences/leases so if you have lots of friends with iPhones and iPads and other gear it soon runs out of connections (!). But for normal use it is fine and we use it for a couple of laptops and iPhones at most
