Hmm! The eyedrops bit sounds like a feeble excuse for the real failing which was, of course, the act of falling asleep. The next time this happens, the accused will be blaming the manufacturer of the helm seat - "if they didn't make them so comfortable, I wouldn't have nodded off, m'lud".

Were the islands displaying the appropriate lights (RAM, NUC or aground)? If not, does that also make them partially to blame?

Allthough I do not condone the actions of the OOW being asleep,as reported in incidents with apalling regularity on the MAIB site,I do feel the real blame lies in the industry not insisting on the 'three watch' system which the MAIB proposed some time ago,and mentioned in the write up of the incident on their website.
This accident reinforces the idea that 'fibreglass gives way to steel' when deciding what action to take,when the ship bearing down on you on a steady bearing,and reducing range,does not seem to be taking avoiding action.All IMHO of course.
