Cleaning sediment from Diesel tank

I'm in the process of cleaning out the tank on our boat as a fuel sample showed significant contamination by sediment (OK for bug and water though). I've pumped out the tank and there is quite a bit of gunky sediment on the floor of the tank - I've given it a going over with a metal brush and I'm now thinking of putting something in the tank to loosen up things generally before I pressure wash and dry out. I'm wondering if anyone has any bright ideas as to what agent might be best - I was think along the lines of bleach which would (hopefully) loosen up any stuck on gunk as well as being a disinfecting agent.
Any thoughts/experiences gratefully received.

if its loose and you can shake it and get them out after, what about ball bearings, say 40-50 with some clean diesel, should be good for loosening any flakes of rust also?
assuming anything breakable has been removed, pickup pipes, sensors etc..
 
Have used bleach, and washing powder and a small electric pump to a hose along with a scrubbing brush with great sucess, in a 2000 ltr multi baffled tank.

wet vac to dry and a fan to blow air in to remove residual dampness
