The Eb doesn't seem to shove out much heat at the moment, even with the thermostat on full. Don't have the manual to hand but is there a simple sooted up/clean something scenario that is likely to be at fault, or is the air that comes out of the system always only just a bit warmer than ambient? Its a D3 of uncertain age, starts just fine most of the time but its now the time of year when you actually want it to work properly.
 
With an Eber it could be almost anything.

However in my experience low heat output (assuming the fan revs go down as well as up) then it probably needs a decoke and new glow plug plus gauze. You can do this yourself but needs the heater removing form the boat and stripping on a workbench to decoke. A new glow plus can be fitted in situ.

It could also be a poor fuel supply problem. Check the little thimble filter on the up stream side of the pump. You could try running it on paraffin for an hour or two, it burns much cleaner and should clean up the combustion chamber. I had a problems with it sooting up with red diesel and now run it from a seperate tank on paraffin, 2 seasons no problems....... yet !
 
The heater is really a rather simple assembly. Remove it from the boat as previously mentioned, and disassemble until you can get into the combustion chamber. You'll need a high pressure air line and a long nozzle to get cleaning right inside.

My first season with an (second hand) eber I did this, and reassembled with re-using gaskets etc (albeit some were rather fragile). It transformed the heater heat output!
