Is it possible to purchase an ex-charter boat, not pay the VAT, pretend to charter it but don’t, and live on it yourself…………………

In a word: no unless you are dreaming as you would need to pay the vat and then reclaim it

No. Used to be possible in the past but now the charter company will charge you VAT. If you want to reclaim VAT you have to get a charter licence which requires evidence of a minimum level of chartering.
