Centaur rudder removal

Our rudder is stiff. Bent shaft not suspected as the stiffness is uniform across the arc of travel. And the boat had been unattended on a swinging mooring for at least two years. I've read up on this and set up on the club slipway but ground to a halt:
I've undone that which I understood needs undoing & with a block of hardwood to protect the rudder post, clobbered it whilst my assistant moved the tiller. Hasn't budged a mm.

I've removed the through-bolt & the collar/indicator turns freely.
Is there anything else? I saw mention of a Woodruff key, but can't see one. I presume I don't need to remove the stainless (bearing housing?).
Is the black plastic ring I can see a seal, or the top of the top bearing? I've gently prised it and it doesn't seem to want to come up.

PVB, thanks. I was getting concerned as I'd been really giving it some, with no movement whatsoever, to the extent that the hardwood was beginning to break. Tide's out now and we're resting slightly on the rudder so on to other jobs for now.
