if you sail from Greece, you can do check in in Lastovo. No problems (did it six times).
You can also sail to Vis or wherever (as long as you do not "cross the line/12nm border").
There is no law that would force you to sail first to Cavtat. Forget Cavtat.
And I always say I came from Corfu... or that I am sailing to Corfu when making check-out in Ubli, Lastovo.

It is not just "free" anchoring that is not so free everywhere in Croatia.
You know both regions as I do and I can not agree that prices are the same (eating out, shopping etc...).
But this is or it will be an unproductive debate...
For me, Greece is the last "free" country in this part of the world. Probably it won't last long, so I'll try to enjoy it...
