You can either...

1. get it wet, and try stretching a lot.

2. chnges where the popper sockets are, by unscrewing them and re-siting where they fit better. You can by the popper bits at a decent chandlers

3. Getting a new cover made (this is probly the best/cheapest option). A 13year-old cover is quite old really.

4. Get a new boat - no, not a smaller boat - a new boat with a new cover! This is obviously somewhat more expensive option, but even better than 3 above
 
Ah well David, you're quite new here so if you're VERY lucky, tcm MAY re-post his "matts patented new boat buying ploy".

Watch and learn from THE master.

Bear in mind he now owns a Leopard 23, so IT WORKS.

But I think you'll probably have to ask him VERY nicely, like "pretty pretty please".
