Can you upgrade/uprate a 6hp 4 Stoke Mariner Outboard ?

The 4, 5 and 6 are all basically the same engine, so I would not expect an easy upgrade to get more than 6hp. You would have to look at normal engine tuning techniques, and I bet no-one makes performance parts.
 
Cheapest and most reliable way to get more power is to sell it and buy a bigger motor.
It depends very much on what you mean by more power. Do you want more HP at the top end or more torque at lower revs?
 
Power upgrades can be expensive, even where possible, it may be of advantage to do a bit of research and carefully match the prop to the boat / motor combo, at least that way you can at least be sure you are taking advantage of the available shaft HP.

Very true. My 6hp Evinrude has the same basic 164cc two cylinder engine as the 8 hp. At first glance it would seem that only a change of carb jets is necessary to upgrade it ( even the props are the same) However in-depth investigation reveals that the inlet manifolds are different, the reed valves are different and that the crank case is different. Not then a viable proposition to up rate it. Luckily I bought the right size engine for the boat in the first place so uprating not needed anyway.

OTOH there are small engines which only need to have a limiter on the throttle removed!
